ruslan 303e79141f Remove dead review-fetching from index(), hide API cooldown errors

- index() no longer calls fetch_reviews (UI doesn't use it)
- API cooldown shown only as 'Следующий ответ через X сек.'
- Cleaned up unused variables from render_template call
